MBE/DBE Certification

Chavis Enterprises received its MBE certification in 2008. We are certified MBE for federal, Maryland state and Baltimore City. MBE stands for Minority Business Enterprise, and DBE stands for Disadvantaged Business Enterprise.

According to the Maryland Department of Transportation (MDOT), to be eligible to receive MBE certification, a business must be at least 51% owned and controlled by one or more socially-and economically-disadvantaged individuals. Under current Maryland law, an individual is presumed to be socially and economically disadvantaged if that individual belongs to one of the following groups: African American, Hispanic American, Asian American, Native American, and Women. A decision on whether an individual meets MBE / DBE eligibility criteria is made on a case-by-case basis.

Businesses certified MBE may participate as MBE subcontractors on State contracts. Businesses certified as DBE subcontractors may participate as DBEs on USDOT-assisted contracts administered by the Maryland State Highway Administration, Maryland Aviation Administration and Maryland Transit Administration.

MDOT’s MBE certification process is very detailed and comprehensive, to ensure that only those businesses that meet all of the requirements under state and federal law are allowed to participate in the programs.
